It is called counterfeiting, no matter if it is paper money or coins and you could go away for a long time. You would need to find the blanks, that not being an easy task, but the hard part is making the dies for the cent. One thing though, it would cost more money to make them than they are worth. Sound like a no win situation no matter what. Most cents from 1909 - 1958, the exception the 1943 zinc coated steel cent, are made of bronze. On some dates though, the blanks used were actually brass and have that brass color. Try to find them it would be easier. Sound like an adventure no matter what you do.

First they will cost more than a penny - next they are called counterfeit pennies and you will go to jail.

Thats called copyrighting money. Its ilegal. even if its brass.
