Most of those have an RPM limiter but it should not work when the truck is in gear. Does it feel like it is running rough at 3000,RPM? That is what the limiter does. Don't know exactly how it works but there must be a switch that disengages it when the truck is in gear.

you may need to change the muffler or the converter. I one time had a toyota that idled great .but the more i pressed on the excelerator after a certain speed it would run slower and slower.
