Because they've never taken the time to learn them. Lots of people are ignorant, arrogant or otherwise occupied that they take no notice of what is going on in the world around them. Some just don't care. Me, i like to think that i was brought up,not dragged up.

Freedom without responsibility, and human opportunism.

Western liberalism was created on the assumption that people would take their responsibilities to society seriously once they were free to choose. That was the background in which they lived and they could only imagine the most base of humans to behave in the ways we now turn a blind eye to.

No one accounted for human opportunism and shamelessness. The attitudes 'why should I' or ' I don't have to if I don't want to', or 'i don't care' which I used to hear only from pre-schoolers has now graduated through the generations and comes out of the mouths of grown adults.

The tolerance levels in schools and public places for rude and downright antisocial behaviour leaves kids feeling self righteous and they are protected in their right to be rude by the might of the system. The system ties the hands of parents, some of whom say 'sod it, if you wont let me discipline my child the way i want to then you handle him' and send their kids out onto the streets to get some peace and quiet at home. It ties the hands of teachers and drives them mad with stress while at the same time giving an overblown sense of personal power to a child, which is greater than that of the adult they offended.

The west is generally spoilt. The people in it are used to getting what they want without worrying too much about where it comes from and what third world child had to spend 14 hours a day manufacturing it. Irresponsibility and Western culture go hand in hand. Like the social scientists who dont pay a personal price for their grand experiment to demonise corporal punishment.

I find it odd that it's only the bad guys in movies who talk about 'western hypocrisy'.

There is no freedom without responsibility and humans are too opportunistic to be trusted without ongoing enforcement of those responsibilities, even if that only comes in the form of peer pressure. In the absence of enforcement people behave in ludicrous and childish ways. We have not matured as a species just yet, though our forebears thought we had when they gave us our freedoms.

Because they think that by having money, they can rely on their status taking over the need for manners. So why bother getting them, is what they think.

Alright, not ALL rich people are mannerless, but I know a few who are...

Some people come from a harsh background where maybe they wernt taught to me nice and have manners

If this happens just ignore them, And think
" At least people respect me for my manners "

No-one gets anywhere in life being mean

the parents were lazy and never taught the person to have any respect for others or their things. I notice the lack of manners at my work all the time.Its quite annoying isnt it.

I suppose they weren't taught any, but you would think they would have picked some up just by being around other people?! Guess not though, but no excuses for them either.

manners are taught by peers, parents, teachers etc , children soon learn who to use manners with
