I would imagine it is possible to learn Norwegian almost anywhere, with or without a visa

There are summer course at the University of Oslo. A tourist visa lasts for three months, so you should be fine.

Sure u can.Just need to look for a centre that offers lessons.U can check with the tourist office for some places near the vicinity that u'll be at.Hope that helps.Cheers! :)
