Open the picture in Microsoft Paint then click on file and save as.
Choose to save it as a .tif file from the pull down menu and save.

Most graphics editing software will allow you to do a Save As. You can do this and just specify a different extension. If you don't have any graphics software, Gimp, found at the following link is excellent, and free and will do the conversions:

If you need a command line tool (i.e. one that can do conversions from a script or batch file), try ImageMagick found at:

http://www.imagemagick.org

It's also free.
