took my car in because it was running sluggish, poor gas mileage and the service and security lights were coming on. They did diagnostic and then did tune-up, brakes and a few other small repairs for 900. The lights still came on so I took it back. Now they are saying a cylinder head needs to be replaced at 2200! The blue book value is close to that. Had I known the total cost of repair to fix this would be 3100, I would not have invested 900 into it. I feel like I am being taken. They admitted the mechanic should have caught it with diagnostics. They have offered to apply cost of tune-up towards the cylinder head repair. Is this something that should have been caught? I need advice as to how to proceed. I have no intention of spending that on this car, and would not have done the other work had I known it would not have resolved the issue. They mis-diagnosed at my expense. Did they just do a "bait and switch" on me???

The mechanic is a crook who will keep taking your money as long as you're giving it out. He probably did very little for the 900 and 2200 is way out of line for a new head.

You wrote that you plugs and wires were changed, a good first step. Was the distributor cap and rotor changed then? As the rotor wears, the spark gets weaker; there may be a hairline carbon trail burnt into the cap, shorting the spark on one cylinder. A replacement is fairly cheap and easy to do yourself... but be sure to label the position of the wires in the cap so that you put them on correctly, and use care in pulling out the wires from the cap; carbon-cored wires break easily. Compression test the engine if the above fails to help... but the results may indicate expensive repairs for a burned valve or failed gasket. Hope the cap and rotor help.
