Kissinger wasn't a political operative at the time. He was National Security Adviser at the time of the break-in.

Mitchell was head of the Committee to re-elect the President, so he wasn't in on the actual burglary.

Burger was in the Supreme Court.

So C is the answer. The others are incorrect. Liddy was involved. He says so in his biography. Plus he went to jail for it.
