It depends on your application. By "best", do you mean Fastest or More Value?
If you're looking for the fastest, well, look for the most expensive! This is usually true. BUT, look out for multi-core processors. Personnaly, I don't like them. They tend to be faster "overall", but if you're running single applications that run on a single core, then your only using 50% of your CPU (for dual-core) or 25% (for quad-core). If you want to play games, typically choose a FAST single-core processor (unless you know for a fact that the game can utilize multiple processors).
However, if you're planning on running a 64-bit version of Windows, you might want a 64-bit processor (most are only 32-bit).
To help you choose the fastest, look at benchmarks. However, benchmarks go beyond simple processors: you need adequate motherboards, RAM, HD, video cards, etc. Just a fast CPU won't help much.

the qx6800 core 2 quad is the fastest out right now. 2.93ghz x 4 cores. and being a core 2 it can overclock very nicely. should be able to hit 3.5ghz on decent cooling, maybe even more on water cooling. EDIT: the core 2 quads are faster. its true quad core not just HT. and the core 2 processors run much better than the older processors even though they have higher clock speeds

For gaming, it is the Core 2 Extreme X6800.
For symmetric multiprocessing, it is the Core 2 Extreme QX6800.
For overclockers w/ thin wallets, it could be the E4300.

extreme 965 both cores are 3.7 ghz w/ht technology and a 1033 buss ......... so when you look at it in windows it shows up as 4 cores
