Yes and no.
But mostly no.
I get this question a lot, so let me explain.
There are common services on the internet that will return information about an IP address. Services like ARIN, PlotIP and others will return information about the ISP or hosting company that owns the block that the IP is a part of. Typically that will include the name, address, phone number of the ISP.
At that point your only option is to contact the ISP and ask them. They do know which of their customers the IP is assigned to. The problem is that ISP's will not give this information out to just anyone. Typically it will require legal actions, as part of some kind of police or court proceeding, to get the ISP to release the information.
So can you get a name an address from an IP? Yes ... if you have the legal backing to go get it. Otherwise, if you're a regular person just trying to track something down on your own, you simply can not get the information.

There are a few websites with which you can look up an IP address and find out about its owner, location, and ISP (Internet Service Provider).
I recommend twister.stormloader.com [ http://twister.stormloader.com ].
You can use it to submit information about IP addresses that you find in an advanced email header, as well as look up information relating to an IP address.
It's very simple and easy to use. It provides instructions on how to view an IP address from incoming mail, and also tells you your own IP address.
Good luck!

In general, you don't.
An IP address just ID's a person AT THAT INTERNET SESSION. When he logs out, that IP address will be recycled by the ISP and issued to someone else. Only the ISP have the log on which address was assigned to which account at what time, and only a court order will unseal that kind of information.

You can't. The best the IP address will do is take you back to the ISP for the person who sent the e-mail. It is against the law for the ISP provide information on who sent the mail.
If you know a computer geek, offer him a free McDonalds or a couple candy bars, and he should be able to look at the "header" of the e-mail and may be able to determine the account name from which it was send. (You can get anything from a geek with enough food)
