Best way with things you probably have around the house: find a nail with a similar diameter to the existing holes. Lay the belt (nice side up) on a scrap of wood, tape it down to keep it from moving. Line up the nail in the right spot, and hit it HARD, one clean shot to put the nail all the way through (find someone who can swing a hammer like that if you can't do it yourself). Pull out the nail, and trim the little burr of leather from the back of the belt with a razor blade, sharp knife, etc. Put a little clear nail polish on the inside of the hole to seal the fresh edge. Good to go.

Find a feed store or a saddle shop, They have a tool for just such a thing, And it is very inexpensive, It looks like a pair of pliers, with a star on the end, The star is adjustable, for different sized holes.

Use a nail and a hammer on a piece of wood. mark the spot with a pen and then just hammer the nail through it , when you pull it out you will have a hole.

Do you know anyone with horses?? They have just the tool.
If not do you know anyone with household tools i.e. a big nail and a hammer. But it wont be as good as the first one.

See if you can find a pointed tool that looks something like a screwdriver. Awl.
If not go to your local shoe repair shop and they will probably do it for you very cheap.

Grab the ice pick from the kitchen drawer and pound it in with a hammer. I've had to do this many many times.

DRILL A HOLE IN IT FROM THE BACK AND THEN TURN IT AROUND AND DRILL THROUGH IT AGAIN TO CLEAN IT UP... OR... YOU COULD JUST BUY A BELT THAT ACTUALLY FITS...
