1) Just got a new car, and there is a black,grey paint mark over the clear coat. Can i use scratch X to remove it. When i do this do i need to reapply wax since the car is new.

2) If i do wax, can i wash my car and then apply wax or will i need to strip off all the old wax (clay bar) then wax.

Not a car guy but read a lot of stuff but don't have half a day to wax.

Wetsand the marker off using wet sandpaper 2000Grit, or finer.

Then use a POLISH not a wax.

Wax is bad for the clearcoat finish that all cars nowadays use.
The paint has to breathe if you put wax on it it cannot breathe - and you will get that fading color (oxidization)
Then you will be repainting the whole car.

If you just got it, then I would go back to the dealership and say that the new car prep people missed a spot and you want it taken care of. I really wouldn't say it like that, but that is the gist of what I would say.
