When you say dramatic eyes, you mean you want your eyes to appear more prominent, right? Well, unless you have large eyes to begin with, heavy lining will only make eyes appear smaller. Instead, try extending your eye shadow outward at the sides. I'll walk you through this subtle but effective technique: STEP 1 First, choose a soft, neutral shadow color. I recommend walnut browns and heather grays for light skin and honey browns or medium-dark browns for darker skin. You don't want to use a color that is too deep or striking or one that contrasts too much with your natural skin tone. (Darker, brighter colors make eyes look smaller.) STEP 2 Look in the mirror; now place your pointer finger horizontally against your eye where the crease meets the brow bone (the inside of your finger should be touching the side of your nose). This will be your guideline for shadow placement. STEP 3 Using an eye shadow brush with a longish flat head (about the size of your pinky nail), place the eye shadow horizontally across your eye, at the crease and below the brow bone, following the line you made with your finger as a guide. STEP 4 Continue to extend the color outward in the same horizontal way, just about half an inch or so beyond the ends of your eyes, blending outward. STEP 5 Ideally, the ends, where you've extended the color should fade out and finally, entirely diminish. Think of the way a cloud of smoke disappears into nothingness. Done correctly, this technique gives the illusion of lengthening and widening eyes, creating the appearance of larger eyes.

use a pale highlighter under the eye, right up to the lashes, just a paler colour than your foundation. Then experiment with kohl, an eyeliner that you can apply to the inside of your lower lid and also to the inside of your upper lid. Black is very harsh so I would go with dark brown - it will make your eyes appear luminous and hypnotic. Now a shimmering shade of dark brown on your upper lid, to the socket and just above. Not an obvious glittery shade but something with some shine. then plenty of mascara.
Try it, you might think your eyes are small but you have eliminated the under-eye shadow with the pale colour, given them real definition with the kohl and also 'merged' your eyelid with the upper shape of your eye.

To give the illusion of a larger eye you could line the upper lid with a eye liner of a dark brown color close to the lid, starting at the middle of your eye where your eyeball is, take the liner and slant it up toward your temple. This will allow you to open up your lid. Be careful not to go to heavy on the liner so as to close the lid, this is a very soft and almost invisible way of lifting and opening the eye and lid.

Try a subtle soft green eye shadow applied to your eyelids, then either lancome brown artliner or Bobby brown chocolate eyeliner, will give you that big sexy eyes. Finish with a high volume extra lengthening black mascara.
Colour your lips with a soft coloured lipgloss. You don't wanna be heavy with the makeup in other areas of your face coz that could distract attention to your eyes.

If you use liner line the outside of your eyes, not the inside lid.
I think light color shadow makes them look larger . Wear lots of mascara ( but not all clumpy)
I think you can line the inside of the eyelid with white eyeliner to make them look a big larger.

To get huge eyes try these tricks:
1. Always curl lashes before applying mascara.
2. Don't forget your bottom lashes. For years I avoided mascara on them until a makeup expert showed me how much mascara on my lower lashes really make my eyes pop. I rarely go without now.
3. Individual false lashes are exotic, gorgeous and can look natural if applied correctly: Large cities offer 'lash bars' in the hottest department stores. (Henri Bendel, Bergdorfs and more, for example) but I expect the counters at most department stores will have experts in false lashes. Ask at yours.
4. For a doe-eyed, seductive look, makeup artist *Paul Starr suggests you try lining your lower lids with a creamy white eye pencil. He likes Estee Lauder Artists's Eye Pencil in White Writer($18.50).
5. White liner may sound odd, but it really opens up the eye. You can also try putting it on the inside corner of both your upper and your lower lids.
6. Make sure your brows are manicured. Until you get your brows professionally waxed, tweezed or threaded, you won't realize how much they affect the rest of your face. Cleaning up your brow line of stray hairs, adding a slight arch and filling in sparse spots are key to making eyes look much larger.
I find once you get a professional brow job, you can do it yourself for a few months using the pro job as a 'map' of where to tweeze. To keep brows in place, try a clear eyebrow gel like Maybelline Great Lash Clear Mascara or just spritz a bit of hairspray onto an old toothbrush and brush brows in perfect place.

try using light colours and a high lighter just along the brow bone this lifts the eyes well gve the impression it does dont only use eye liner from the middle of the eyelid to the outside corner hope this helps

I've never tried this, but my friend told me that by putting eye liner on the top lid, just above your lashes, then it makes your eyes look bigger. Hope this is helpful...

Okay, heres what you do
Take 15 pegs, and spread around the eyes, so that they widen them. Multiple colors might look good, but pink might be less noticeable.
