s it possible to negotiate with your credit card companies on your own for them to help you pay off a card?

I have two credit cards to pay that are a total of 3,500 and I only have 3,000. Do you think they would just let me pay the 3 and forget the rest?

doubt it. You have to be behind in your payments for a 4 or 5 months before that will happen. If you are behind in your payment then your credit is trashed anyway.
