C. Why?

The North was highly favored because of its assets over the south There was a plentitude of illiteracy in Italy at the time so there was a problem and the Catholic Church was not happy about losing the Papal States. In fact, Vatican Council I was ended prematurely because of Italian unification by Garibaldi.

C - that's totally made up.

The Italian north was (and still is) more developed than the south, Italy had high illiteracy and was not a true democracy, and the Catholic Church was not happy that it lost control of the Papal States in 1870.
