B. why?

Bismarck was in power at the time of the building of a German Empire until removed in1888. Bismarck believed in a strong central government and the states were upset because a strong central government would be weakened by a stromg central government. The German Empire was never Socialist.

B - the Socialists never were a part of the German government until the Weimar Republic was created after WWI.

Bismarck was the real power behind the throne until he was dismissed in 1888, the central government had considerable power, and the German states were not totally comfortable with the arrangement since Germany was only united in 1871.

B...They had no states only countries they enslaved. They were definitely not socialist, and their central Government was one of the strongest in the world at the time.
