Both of those types of fish have actual scales. They are very small and fine and feel smooth like skin, but they are actual scales.

Tuna and mackerel are true bony fishes and have scales. Sharks are not bony fishes, sharks are cartilaginous, meaning that they do not have bones but cartilage. Sharks also do not have "normal" scales as you have noted. Sharks have skin made up of dermal denticles, a very special kind of scale. These denticles feel very rough.
