Always start by thinking about what it means.

It means "out of a hundred" which is kinda like a fraction, right?

100% being 1.

50% is a half.

25% is one fourth.

33 and a third percent is about one third, and so on.

so, since half of 30 is 15, and 17 is a little bigger than that, it will be a bit over 50%.

Doing this helps you not make dumb boo-boo's by getting the conversion equation wrong, because you can do a reality-check on the answer.

Other people have given the equation, and one even explained it. Again, think in terms of fractions. You've got two fractions, with one piece currently unknown:
