Truman DID order the development of the HYDROGEN bomb. FDR the ATOMIC bomb. They knew at Los Alomos that a hydrogen bomb could be developed, but decided not to go ahead with it,, until they tested the Atomic weapon, thinking that the hydrogen device would be much more powerful. Edward Teller wanted skip the atomic weapon and just develope the H-bomb. After the war, when the Soviets started their nuclear program, Truman order the hydrogen bomb program to proceed. The impact was we got into a much more dangerous arms race, which probably couldn't have been avoided anyway.

BTW - The difference between an ATOMIC bomb and a HYDROGEN bomb is tremendous, both in technology and power.

First, Truman didn't order it, Roosevelt did. In fact, Truman, even as VP, didn't know anything about it until he became president.
While the program was on-going, it was a massive allocation of funds that not only built up the area around Los Alamos, New Mexico but also within the military in general, and what later became known as the military industrial complex. The bond between industry and the military was huge and the inter-relationship of funding, invention and development was equally massive. Once the USA got into the 1960s and with Johnson and the war in Vietnam, people began to question this relationship and to be heavily critical of it. Was the military operating a war or were they just pawns of industry who wanted funding and development? Was war for freedom or was war for industry and payouts to stock holders?

That the secret of the hydrogen bomb was stolen by the two traitors Julius and Ethel Rosenberg and given to the Soviet Union tipped the balance of power away from the United States in favor of a grasping and expansionist evil empire.
