You take away 15, divide by the total (65), and multiply by 100

((65-15)/65)*100
=(50/65)*100
=0.769*100
=76.9%

it depends what percent of 65 or are you asking 65%? If asking 65%, lets take ten for example. 65% of ten would be 6.5. First find ten percent of the number, so ten percent of ten is 1. Then times that by six, for 60% which then becomes 6. For the rest of the percent, 5%, take the first ten percent, which was 1 divided by 2. then add that to your total from the 60%.
10% of 10= 1
multiply 1 by 6 for 60%= 6
take 10% total, divided by 2 to get 5%= .5
add 60% to 5%= .5+6= 6.5

In the US, we can go to the Census Bureau and find out. Can you do the equivalent there? (Between the official censuses, the same folks gather data constantly through surveys, so it's up to date.)
