There are many ways to learn
Visual Learning
Spatial Learning, etc
Some people remember better if they see things.
Some remember better if they can hear things. Like if they hear it just once, they remember it for life.
Some people remember better if there is music going on behind.
I myself, can't concentrate if music is going on. I need silence to study. But you might wanna try it. Coz if you're one of the people you can learn better with music going on it's gonna help you loads.

It really depends on what type of musice it is, and how perceptive you are to the music. Generally, I try to keep the volume of the music down so I can let it fade into the background. From time to time, an interesting song would come along and grab my attention, which stops my studying until the song ends. I think you just have to find the right radio station online or off regular airwaves for yourself.

Uhm music helps you to study if it's not some kind of thing that makes you dance like a nympho.
I recommend you Classical music, the best, you know, is music from Mozard. It lasts forever, and babies listen to it as well as old people.

it depends on the subject/course, i only listen to music while study calculation subjects (like maths/accounting), but for reading subject, i HAVE to turn the radio off.
