Yes, you can, in most bars and cafes (unless otherwise specified by the owner of the place) but only until January 1st, 2008, when smoking will be banned in such places. In most restaurants now, there is already a non-smoking area, and certain restaurants are completely non-smoking.

I'm living in France and I can tell you than with a recent law, smoking in public places like schools or museums is absolutely forbiden since febrary 1st. Very soon, you can't smoke in bars or café too. But don't worry, you can always smoke outside the buildings or at home.
