Well no it is not a question its just the fact that you put an exclaimation mark on the end that make sit look like a question your actually saying i hop you are all going to have a wonderful weekend, to make it a question it would be changed to are you all going to have a wonderful weekend?

Yes, it is a question. Simply imagine yourself not being able to think for yourself and pretend someone else told you how you felt about us and our weekends and then you just want to make sure you got your feelings right.
It's like asking "I do?"
Technically, it is a question. If you were to read it out loud with the right emphasis, you'd be able to tell for sure.
(Try emphasizing the YOU or the I. =])
