What type of fish do you have? Bettas and gouramis build bubble nests, so if you have one of these species, that's probably what you're seeing.

ADDITION: Since it's a goldfish, I'd say the cause is too much organic material has built up in the water. This causes a protein "film" on the surface that prevents any bubbles formed from bursting as they should. Goldfish are heavy eaters (and poo-ers!), so this isn't surprising. This can be remedied (somewhat) by more frequent cleaning and partial water changes. Goldfish are better kept in a tank with filtration. Fancy varieties can grow to 6" or more, commons (types with a single tail) can get up to 18".

It is most likely from poor water conditions. Goldfish DO NOT belong in a bowl. A single goldfish should be in a minimum tank of 20 gallons. They are extremely messy and create large amounts of ammonia which is extremely poisonous.

Your goldfish will die a very slow and agonizing death from stunted growth and ammonia poisoning in such cramped quarters. He definitely needs to be in a filtered tank, 20 gallon or larger.

Depends on the type of fish . If it is a male it could be a bubble nest in anticipation of spawning season. If you are over aerating then it is just air bubbles. If you put a new decoration in that is porous it is pushing the air out of itself. Need more info to accurately answer.

I take it you have a betta fish. if you do it means the betta is happy and wants a mate. He is building a bubble nest to put the eggs in from the female so he can take care of them
Hope this helps.

If it's foamy then I would assume it's from ammonia buildup from liquid fish waste (pee).

Goldfish do tend to pass waste a lot, because they are big eaters. I would change 20% of the water when you see that. It might be often.. good luck!
