I do not understand Richardson's statement either. I would assume he meant diplomacy with the different factions in Iraq. If so, I think there is roughly zero percent chance that they could reach an agreement between the different groups.

Diplomacy only works when both sides want it, and both sides can be trusted. Our enemies don't qualify on either part.

No one. Their intention is to hoist their skirts and scram, and to hell with the Iraqi's. Remember what happened in Vietnam, Cambodia and Laos? This would be like that on steriods. Americans and Brits wouldn't be safe anywhere in the world.
