The problem is very likely to be one of viri or spyware.
Your operating system is defective. I recommend
replacing it with one of:
http://fedora.redhat.com
http://www.opensuse.org
http://www.debian.org
http://www.ubuntu.org
http://www.slackware.org
http://www.freebsd.org
http://www.opensolaris.org
Any of these will be more reliable, less susceptible to
viri, uses your hardware more efficiently, and they're
all free.

It's unlikely that changing internet service provider would slow down your computer during general use. The internet service provider should only influence you internet connection speed.
It might be a plan to check the general health of your PC this Beardy Microsoft guy has some general ideas about where to look. http://www.microsoft.com/windowsxp/using/setup/learnmore/tulloch_pc_health.mspx
Also run your anti virus software to see if you have any nasty things messing with you system. If you don't have one get one, the market leaders are probably Mcafee or Norton.

sounds more like "extras" you've picked up... Do you have good protection on your computer ? if not , and you need some...then....
I suggest you go to www.download.com There is a search bar at the top. Type in :
AVG FREE anti-virus download it then update it.. Then look for SPY BOT Search and Destroy..download it and update it.. After you update Spy Bot , click on "Immunize" on the main Spy Bot page.. let it run ..A window may pop up telling you, so many things have been blocked and there are so many that can be blocked... if it does , then click immunize at the top. This loads the definitions. Click block pages silently also.. Look for and download , Zone Alarm free fire wall also..You need one of these too. Then go to www. lavasoft.com and look for AD-Aware SE personal edition..Download it and then update it... These programs are all free..Then run all three programs. The Firewall runs itself.. You will need to run all three programs at least once a week..The AVG protects constantly. And can be set up to automatically update, and scan for problems. But you will have to open and check for updates and run the programs manually for the other 2.. I also recommend Abexo registry cleaner ( also available at download.com) but be careful when you delete registry files it may be something you want to keep look at each one before you delete them.

There is a slim chance yes, but then the problem could be in your computer, like you need faster processor, more ram , check for virus and add ware, clean the hard drive from junk and the list goes on.

You have not given enough information.
It is impossible for an internet connection to slow down your PC.
It may becasue Sky have given you loads of crappy software when you signed up. Or you need to format your machine if you have had it a long time.
