You seem to be intimidated by the word "memorandum". In actual fact a memorandum or "memo" in common usage is a note-form document that is actually less standard in it's form that a letter or CV, for example.
Your boss just wants a report about the complaints and your input on possible solutions.

A memorandum is ideally a short, clear summary of some matter that can be quickly read and easily understood.
The simplest way to do what your question asks is to look at the complaints, see if there's a pattern of any kind (how many of complaint A, how many of complaint B, etc.; do they involve poor service, poor maintenance, something missing, rudeness, etc.) and then take each kind of complaint and offer your ideas about how to deal with them to correct the problem. When faced with a question like this, I find the best thing is just to write something down - anything at all. Then rewrite it until I like it. It's a whole lot easier to modify something you've already written than to create the perfect paragraph before you write it down.
