First catch a gnome...try sprinking cloves in your lawn just before the dew forms in the morning to lure them out of their hidey-holes and then snatch him up while his guard is down.
Second get him in the mood...rub his belly with a moisturizer (I prefer cocoa butter cream) in a circular motion until he feels happy in his little trousers.
Lastly remove his gnome garments and go to town...I don't have a technique for the actually process of "going down" but try not to use teeth and create a seal and form a good vacuum suction. (and don't swallow...it could cause hallucinations)

I think you have a misconception. You can WORK WITH a Gnome, have a partnership with a Gnome, but you cannot OWN one. It is like saying you can own a Faery, or an Angel, or an Undine. You simply cannot ^_^
However, Gnomes are the easiest of the elementals and most amiable and physical of the Fey to work with. By invoking one by name you will be able to use his/her powers in their name, so long as you respect equivalent exchange.
If you intend to invoke a Gnome, I would suggest you research which one you would like to work with and call them by nine in a soily patch of a garden or park where the soil is rich.
