That looks like a wonderful set up. It's great that you're making sure to get a big enough cage and that you're getting two so that they have each other's company. You should consider adopting rats to guarantee you're not sold sick animals, a missexed breeding pair or pregnant animals. You'd also be saving a life. Most of the rats surrendered to animal shelter or given to rescues are babies that are results of missexed pet store animals. Go to http://www.petfinder.com/ and see if there are any homeless rats in your area. They are usually given to shelters and rescues in litters, so that helps if you're looking for littermates.

Depending on the size of the Rats a 10 or 20 gallon tank would be fine,,,,I have 4 rats and they are in a ferret cage and love every minute climbing the bars

Just watch the male rats, they can grow very big and 2 of those would struggle as adults of they are going to spend a lot of time in there.
Most of the rats i have owned have had a lot freedom, i tended to leave the cage open as much as possible to give them space to run around, they are fantastic pets and all the preconceptions about smell and eating you alive (lol) are complete rubbish.
I had a huge male called Rab who once escaped from his cage in the middle of the night.
He got out of the living room, climbed the stairs, into my bedroom, yes, he climbed onto my bed and woke me by licking my nose!!!
Just imagine being woken up like that in the pitch black of night, you open your eyes are there's a huge bloody rat starring at you, ha ha.
I jumped a mile.lol
Just a brilliant animal, they follow you around, come when shouted, etc, just remember they breed fast and the littler can be very big, you have been warned!

Yes, I have 2 pet rats my-self and my cage is about the same size. Just make sure that you give them plenty of things to play with and climb on and enough time out of their cage (about 1hr a day).
