There are 500,000 international students in the USA each year, so most US schools are familiar with international diplomas, IBs, etc. Write directly to the admissions office of the school you are interested in and they will help you.

All US colleges have an area on their website that's specifically for foreign students to explain the requirements for entrance. You'll probably have to sit the SAT's and/or ACTs and achieve a certain score just like American candidates. Most American Colleges welcome foreign applicants as it increases the school's profile. As you are an American citizen, they will probably request your high school transcript and you may have to sit some kind of entrance exam depending on the school. You may have to call the specific school in order to get full information. Also, your high school counselor may be of some help and you ought to consult with them.

Depends on that schol's policy but I would say that many good schools may expect a candidate to sit for an entrance exam.

Most do, but you will need to get it "translated" by one of the evaluation agencies.
