I have many lavender and rosemary shrubs, but some of the plants are partly dead on one side due to drought here, can I cut the dead bits out, and will they recover or just pull the entire plant out and start again?

Sure, you can cut the dead part off. In fact, this will allow the plant to do better. Just leave about 3 inches of the dead part when you cut.(so you don't get too close to the base of the plant).

You can cut the dead bits out. They will not shoot again but if you keep trimming the rest of the plant, you could thicken the growth and that would help disguise the gap.

Burn to the ground and it will come up again. Just water it regularly. The dead parts actually retain much water in the soil. Just remove the parts that really stick out.
