hi. the legal requirements are going to depend entirely on the content of your website, and what area your business covers.
you need to establish if you want to create an information only website, or one where you are selling something, and don't assume you can't make money from the first - you will create a good image, will gain people's trust as you are giving them free, no strings attached information, you can then use advertising space to generate some revenue, and could sell relevant items to your site content.
for example if it was a book review website you could sell books too, but without the hard-sell attitude! alternatively you could just create an online book store. you need to focus on what you want from the business (obviously most people want money - but some of the best business people also have other motivating factors, like helping people or the environment etc)
make sure you shop around for web design & hosting options, perhaps Microsoft's office live will be good for you - it provides free hosting & easy to use website design tools (google it if you want more info)

The best routes to take are to research the process of starting a business as well as the industry you're interested in.
I recommend checking out the SBA, Entrepreneur, The Start Up Journal & Nolo. All 4 are great informational resources for the new/small business owner. I posted links for you in the source box.
Research, research, research – this cannot be stressed enough. Read as much as you can. Here are some book titles that are relevant:
* Starting an Online Business For Dummies, 4th Edition by Greg Holden
* How to Start and Maintain A Successful Online Business by Kelly Thornton
* The Complete E-Commerce Book: Design, Build, and Maintain a Successful Web-Based Business by Janice Reynolds

they fill out all forms and legal documents and set up jour business with a website - for the premium package it is about £89.50 but prices start for about £25
