I own a home in Arkansas but no one resides there at this time. I am a resident of Brazil where my wife of 14 years is a Brazilian National. My income is earned from my work in Saudi Arabia. I do not earn any money in Arkansas. I assume that we cannot have dual residency so "Do I need to file Arkansas Income tax Returns"?

In some previous years I was a bonified resident of Thailand and returned to Arkansas for one year where I did file and paid the calculated taxes. It was at this time that AR went back to previous years and requestiong a tax due for the Thailand years but after presenting DF&A with the federal tax form filed, AR resended the request for filing for the years filed in Thailand. I do own property in AR but have no immediate plans to return in the near future. So... File or no file ??

I notice that bostonianinmo fellow says you owe tax to Arkansas,, and from what I've seen of his answers,, he knows his taxes.
But,, since opinions are just that,, here's mine. If you are a resident of Arkansas,, if that is your home and you intend to return to Arkansas to live when you leave wherever you are now,, then you are still a resident of Arkansas and owe tax to Arkansas. If you are in the military and Arkansas is your home of record ,, then no matter where you live you owe tax to Arkansas. But if you are a resident of Brazil,, or some other place and you just own a house in Arkansas,, then you would not owe Arkansas any tax. Arkansas and anyone else could assume that since you own a home in Arkansas that you intend to return there some day and that Arkansas is actually your residence,, which would mean you owe tax there for work anywhere you go, even a foreign country. I'll include a link to Arkansas DFA,, you can find instructions for AR1000, the resident form,, and look on page 7 for info if you are in military,, on page 10, middle of page under "H" for definitions and info you might be interested in.
I'd have to agree with the 1st Sgt,, it sounds/looks like you are planning to return to Arkansas,, and that Arkansas is still your residence, which would mean you would need to file an Arkansas tax return. and,, like someone else said,, you'd still owe property tax on your residence in AR.

If you are a US citizen, you also have a state domicile. If you were domiciled in AR prior to moving overseas that has not changed. AR is entitled to tax your income from all sources world wide.

If you were domiciled in some other state prior to your move you must file state income tax returns in that state. If you have rental income on the AR property you'll also have to file an AR return for any year where that income exceeds the AR filing requirement.

Arkansas income tax is just that. A tax paid on income earned in Arkansas. If you do not earn any income in arkansas you do not owe any income tax. You do not need to file any. You do need to pay property tax on the property you own in arkansas.

You'll need to pay Arkansas taxes only when you rent that property out and begin generating an income. Otherwise, you don't have to worry about it.
