Most of the studies I've read on this (both studying time and time for fitness) say the best time is morning. The reasoning is that your mind and body are fresh and raring to go whereas in the afternoon you can be drained. Most of the add that it really comes down to the individual and their schedule though. For some people, mornings require waking up and so midday is better, etc, etc.

Home: during the night, while everybody sleeps and you can hear the sound of silence.
Institute/university: also the night. In my experience pupils attending night classes pay more attention. Perhaps because they work the whole day and feel tired so don't want to lose time. When I changed night for morning classes, because of my job, in the morning had 15 days of delay in the contents. Take it as an opinion, not for granted.

best time, in the morning, AFTER these conditions are met:
you are in a quiet environment with no distractions, including the computer.
You have enough sleep.
You have couple hours to spare at a time or else you will only grasp small chunks without seeing whole picture.

Some of my classmates study at dawn. They sleep early at night probably around 9pm then they wake up at around 4-5 am. Some sleep late because once they sleep they cannot wake up anymore until around 6-7am so they try to finish at around 12mn-1am. Acutally it depends on your schedule and what time and where you can concentrate best. Just try to note when you can concentrate more.

Right after your class while the info is fresh in your mind. Write detailed notes and allow yourself plenty of time to prepare for a test, usually a week.
