Simple option. Set up an account, create a website, google hosts. All for free. Templates available as well.

Advanced option. You pay for hosting the site, registering for the name etc. Manage your pages, folders and files via FTP. Good if you are really into the project and know some about programming HTML.
Blogger
http://www.blogger.com
Make a blog. Post and edit your entries with news and information. Share it with the community.

You first need to register a domain name that is linked to a server.
Several companies charge for this service on a monthly basis. There is usually a charge for registering the domain name too.
You should have a free domain name from your internet connection service provider if you connect at home. Check out their home page for details.
Look for a whois program to find if your domain name is available. This should also link you to domain providers.
Once your domain is active and linked to a server you will need an FTP program to transfer your web files to the server.
