What health inequalities exist and how would you address this if you were the health minister?

Basically those who can afford to pay and those who cannot afford to pay. Good health, means we have to have some form of Universal Health System, so all are included. This two tier system is unfair on everyone. I think we really need to sort the serious problems out with inequalities and make health a Human Right not something based on ones ability to pay.

Insurance companies that charge way too much for what they pay, hospitals & Doctors price gouging, Drug Companies price gouging, Medical staff salaries way too low, Administrative personell salaries way too high. I could go on and on.
