Useful set of templates for setting up your blog. Easily add pictures, text then publish. Even walks you through how to do it if you are experiencing difficulty.
The templates are really easy to modify, and there are preset modifications as well. Also has the advanced feature of publishing to your own website (instead of to the Google server, where most of the blogs are).

If you haven't done any development, I would start out by just making a document in Word, and saving it in HTML format. That's probably the easiest way. Then you just need to get it published to a website on the Internet.

I recommend Google Pages, it's really great but I'm not sure how to allow for comments on it. If not try Blogspot, which is also by Google. Blogspot has a very simple but yet nice look to it all and it's very classy, definitely recommend for blogs.
