I don't think defense missiles can be used as an offensive weapon. For instance, an offensive weapon would be filled with the power to make a large detonation which is not needed for a defensive weapon that is only destroying a small target. I am sure Putin is being made aware of this if he already does not know this. I think his real problem is pride.
However, in the case of a gun, it does work because reckless thugs think twice before robbing someones house or car if the owner has a weapon. It does work as a deterrent.
