You have already had better answers that I, from the UK, can give you about the legalities of this situation. I can just concur that the AKC, or any other official Kennel Club of the country where this puppy was registered would indeed only be interested from a registration basis, and unlike to take any action against this breeder. These kind of transactions are always a buyer-beware situation, and everything should be in writing. So unless you have it in the sale contract that this puppy would be 'signed off' (presumably this means you would be able to register her with the AKC in your sole name, not as a co-ownership) once full payment for her has been made, you are basically stuffed and your only recourse would be to try to get a ruling in your favour in the Courts. I'm just wondering WHY she's refusing to have her transferred into your sole name, especially if you have paid for her in full. Maybe, despite her Championship title(s) (what 2 titles?) she still feels this b itch isn't good enough to be bred? You are entitled to know why, if this is the case! I don't understand about her owing YOU money? Finally, you should be very careful about naming names, especially in public like this. YOU could find yourself in Court, not her!! ps If you were 'in' the breed, (reputable breeder for years?) would you not have been a member of the Breed Club years ago? Despite the money you have paid out, freely?, you still have the nice animal you've always had. Puppies are not the be-all and end-all. Add - This is why I don't enter into co-ownerships or any other apparently sweetheart deal. Too much can, and does, go wrong.
