originally back in the day they were the same thing, but today thats a ENTIERLY different story. Today most hip hop fans aint no **** bout hip hop, and half of them dont even know what a MC is.

A rapper is somebody who has a record deal and raps.

A emcee is somebody whos really here for hip hop, their tracks are straight up gasoline and unlike rappers they got something called SKILL on the mic.

An example of a rapper is Lil Wayne, Cam'ron, 50 Cent, Juelz and all them other pop *******.

An example of a emcee is Immortal Technique, the entire Wu-Tang Clan, Big L, Kweli, Mos Def

An MC is a Master of Ceremonies and his job is to hype up the crowd for the rappers & the spinners. He can also be a spinner (dj) himself or a rapper himself. He would be the one in the rap song who says 'Throw your hands in the air' over and over again while someone else did the actual 'rapping' :-)
