It would normally be the bottom layer. You do have to be careful though, as the process of folding can invert the layers and make the oldest appear to be much more recent than you would expect.

the oldest rock layer is mostly located at the bottom ex. in seafloor spreading and also as volcanic rock piles up the origional layer is at the bottom.

probably the one that's closest to the bottom, unless the area has been affected by shifts in the earth's crust. This could be caused by volcanic activity, plate shift, or human activity.
