Most of the states are divided into counties while Louisiana uses the word parishes

States are divided into counties. (In Louisiana they are called parishes.)

Within each county are rural areas that are free of any municipality or town, but are subject to county codes and regulations. Policing is done by sheriffs.

Towns, cities, villages, townships, etc. are usually incorporated areas with their own governing body, codes, regulations, city police, etc.
