It depends on what follows the words, "President Bush".
Head up!
For example President Bush has had all his records sealed from when he was in office. Why??
President Bush did away with the overnight Guestbook. Why??
Roll eyes.
President Bush said, "wrong place at the wrong time."
Justifable. If he just winged the speech people would attack it for the way he misspeaks. He read it a written one, it still wasn't good enough for some.

Can't remember the last time that I heard anyone refer to him as "President Bush". Usually it's just "Bush" or "that eyhole in the White House". It's the advantage of living in the liberal bubble of the Seattle area.
