i need to know specifically where to find the secret medicine, or the thing that moves those phyducks out of the path, i know its in the marsh where i obtain the HM defog, but where, what area could i find it at?

Head to The great Marsh in the south and go into the safari zone and talk to the first guy you see, he'll give you the HM for defog.
Then head to the gym and defeat the gym leader and head to the galatic member who was standing there and talk to him. He'll flee, chase after him and your friend will challenge you to a battle. Defeat him and continue chasing the galatic member until you reach lake verity where he'll challenge you to a battle. Defeat him, and talk to Cynthia who'll ask you about the psyducks. Say yes and she'll give you the secret potion.
