No it does not come from a function.

y = f(x)

Is not a function because there are multiple values of y for some x. Example: (3,8) and (3,9).

In addition

x = g(y)

Is not a function because there are multiple values of x for some y. Example: (8,6) and (6,6).

No. It has the pairs (3,8) and (3,9) which use 3 in
each pair. For a function, no 2 ordered pairs
may use the same first element.

no because one of the x values has more than one corresponding y value....(3, 8) & (3, 9)
