Here is the text of his speech when he said the US prevailed.
The speech was on May 1, 2003
"Admiral Kelly, Captain Card, officers and sailors of the USS Abraham Lincoln, my fellow Americans: Major combat operations in Iraq have ended. In the Battle of Iraq, the United States and our allies have prevailed. And now our coalition is engaged in securing and reconstructing that country.

In this battle, we have fought for the cause of liberty, and for the peace of the world. Our nation and our coalition are proud of this accomplishment — yet it is you, the members of the United States military, who achieved it. Your courage — your willingness to face danger for your country and for each other — made this day possible. Because of you, our nation is more secure. Because of you, the tyrant has fallen, and Iraq is free. "

You have the article

And

All the libs thinking that the War on Terror had only one Mission. LMAO

Libs never been in the military, heck they cannot even read.

Wars are made up of many missions. The mission to topple saddam was complete. The mission to secure the country and help stand up a government is ongoing.

But to get libs to think beyond one level deep is impossible.

But they sure make me laugh

LOUD

Technically, the war DID end years ago...back when Sadam went into hiding and we took Baghdad (declared over in May 2003). We haven't been at war with a sovereign nation since.

The quote you're looking for is from Bush's "flightsuit speech" made upon the USS Abraham Lincoln on May 1, 2003. This is where he declared "Mission Accomplished" (At least a banner behind him declared it for him).

Here's a vid clip:

He basically said that when he said mission accomplished. I know he has said that the war on terror can and cannot be won, but i cannot find anything to match what your looking for.

Um, the war was won. The regime was toppled and the country's military surrendered. Now the troops are fighting a bunch of insurgents, not a military force. Get a clue.
