Well your right and wrong actually Red Dawn was the first movie to come out rated PG 13. BUT The Flamingo Kid(1984) was the first movie to be given a PG 13 rating but was not released yet and was sitting on the shelves for five months before being released.

Indiana Jones and the Temple of Doom and Gremlins (both directed by Spielberg) caused the MPAA to create the PG-13 rating because of Spielberg's appeal to the MPAA. However, the first movie to gain widespread theatrical release with a PG-13 rating was 1984's Red Dawn (although the first to receive the classification was The Flamingo Kid).

...actually, if I recall correctly, the very first film to officially garnish the 'PG-13' rating, was a little ditty of a romantic comedy, entitled "The Flamingo Kid" (1984), starring Matt Dillon and Hector Elizando, and directed by Garry Marshall, who would several years later, hit the screen with his biggest hit, "Pretty Woman". Granted "Red Dawn" came out before "Flamingo Kid" in the states, but overseas, it was the other way around...I caught the film at a Naval overseas port, while my ship was deployed there (I remember thinking, "What the heck is this PG-13 thing about").
However, as I was later to discover, "Indiana Jones and the Temple of Doom" and "Gremlins" DID provide strong arguement, in favor of the 'PG-13' rating.
