why white cells don't switch position with red cells?

these cells were given pre-determined missions and can't switch places because they are loyalists.

Red cells can not leave the blood vessels. White cells can move through the lymph system and through tissue barriers which the red cells can't.

Because they serve different purposes. Red cells circulate to carry oxygen while white blood cells fight infection.
