well toungue playing is actually occurs during depp kiss such as french kiss. its shows intimacy, affection, love and passion from both kissers. thats why normally siblings. parent-children and even freinds dont engage in tounge kissing.
but i wouldnt say it is sex all the way though it maybe prelude to sex.

You can't get pregnant from kissing, even with using your tongue. Therefore they are wrong, for anytime you have sex you have the possibility of becoming pregnant. You can catch diseases from kissing, if your partner is infected, but you sure can't get pregnant.

oh they are not telling you the truth. Perhaps it means much more to them than to us? I dont know how old you are so not sure what to say, but isnt like having sex. Its just kissing.
