3x+5y=15
5y=-3x+15
y=-(3/5)x+3

for (0,9)
(y-9)=-(3/5)(x-0)
y= -(3/5)x+9

If the equations of two lines have the same coefficients for x and y they are parallel. For parallel lines, only the constant will be different. So plug in the point (0,9) and write the equation of the parallel line.

3(x - 0) + 5(y - 9) = 0
3x + 5y - 45 = 0
3x + 5y = 45
