I usually have a folder named Obsolete in my desktop - wherein I put in the desktop icons I normally dont use that frequently, and when the times come that I know I do not use them at all, I delete them permanently.
Do not trust those desktop clean up wizards. Use your own preference.

To remove unused desktop icons
Open Display in Control Panel. (Right click an empty space on the desktop and click "properties")
On the Desktop tab, click Customize Desktop.
Under Desktop cleanup, click Clean Desktop Now.
Follow the directions in the Desktop Cleanup Wizard.
Notes
To open Display, click Start, click Control Panel, click Appearance and Themes, and then click Display.
The Desktop Cleanup Wizard displays a list of the desktop icons that have not been used for 60 days or more, enabling you to remove those icons that you don't want on your desktop. You can retrieve icons you have removed by opening the Unused Desktop Shortcuts folder on your desktop.
Clear the Run Desktop Cleanup Wizard every 60 days check box if you don't want the wizard to run automatically every two months.
You can remove an individual desktop icon by right-clicking the icon and then clicking Delete.
To add or remove the icons for My Documents, My Computer, My Network Places, or Internet Explorer, select or clear those items under Desktop icons.

You can drag and drop the icon into the recycle bin, but it's easier to right click and select Delete. This DOES NOT get rid of the file, only the shortcut or icon from the desktop.

just selct the icon and press delete key. The files will not be deleted. You can verify that it is an icon by a small arrow at the bottom left

One suggestion would be to create a single folder and put your rarely used icons in there. It would cut down on the icons on your desktop as well as keep the programs available if you need them.

drag them the recycle bin or if you want to find the desktop wizard press start look on the bottom right corner and you see a
search click on that and type in desktop cleanup wizard

Just open and delete. Will only delete the icon, the problem will still be in your start menu, or on your "C" Drive.

If you want to get rid of the file without deleting it you can right click the file --> click properties --> select "hidden".
This will hide the file from view without actually deleting it.
